I have the honour to acknowledge the receipt of your despatch: No. 164 of the 17th of October last and to convey to you H.M.'s gracious confirmation & allowance of Ordinance No. 5 of 1880 entitled an Ordinance to amend Ordinance 9 of 1857.
I approve of your having taken steps to repeal the enactment which made an invidious distinction between Chinese & Europeans.
